To All My Friends in JCI, I would like to wish you a Merry Christmas & Happy New Year.

The term of office for National Board of Director 2008 is coming to the end and I would like to thank you for your support during my term of office. This blog will still continue and will voice out anything that is not right or need improve. So do come to visit here in year 2009.





Short of NEVP & NVPs 2009

I’m sure alot of you noticed that we only elected 6 NVPs & 2 NEVPs during Tawau ANC and still short of 3 NVPs & 1 NEVP. Therefore, after the ANC, NSG sent out an open nomination email asking members to submit any nomination for these posts. Anyway, last week there is an email sent out by NSG again asking members to disregard the previous open nomination email. It also quoted Article 8-9 Vacancies, and said that these post are going to fill by the appointment of NP and subject to mail ballot approval.

Let me recall the Constitution, Article 8-9, it said that :

Section 1 - President:
Upon the death, disability, resignation or other disposition that shall prevent the President from serving, the Immediate Past President shall assume the presidency during the duration of term of which the President has been elected.

Any person who does not complete his/her term as President except upon death or for medical reasons shall not be considered a Past President of this Association.

Section 2 - Other Officers:
Vacancies in all offices other than that of President shall be filled by appointment by the President, subject to the approval of the General Assembly by mail ballot.

From my point of view, this Article is referring to any vacancies happen during the term of office of that year President. Then only that year President have the rights to appoint any candidate and subject for mail ballot approval. The current short of Candidate for 2009 NBOD is not a Vacancies, it rather a matters that we not done during ANC. Please refer By-Laws 19-2 Mail Ballot, Section 1-  Permission :

Section 1 - Permission:  
On matters within the scope of the General Assembly and the Board of Directors and not directed to be done at National Conventions a mail vote among their members shall be valid. Such vote may be made by electronic means (fax. email, and/or password-protected Internet ballot site.) (Within the context of this document, the references to “mail ballot” are to be interpreted as electronic mail ballot).

So now, what you think about the appointment of next year Board of Director by this year National President?





Waiver

Our Constitution & By-Laws can be waived for certain purpose. Every year, the most waiver that submitted are those waiver for Candidate contesting for coming year’s Board of Director. There are many question regarding the waiver that submitted every year. Let we look at it now,

1) All waiver must be submitted in written to NSG 14 days before the ANC. Please remember that the waiver must submit to NSG not other NBOD. Eg. You seek for a waiver on the Candidate’s qualification and you submitted to the Nomination Chairman without send to NSG. This waiver can treat as not valid because of the procedures is wrong.

One thing you need to know, the Nomination Chairman is appointed by NP and approved in GA. So he/she have no right to received the waiver when he/she still not been appointed as Chairman. NP have the rights to appoint anyone not just NIPP.

2) All waiver must get 2/3 majority votes in GA for approval. If you have late for submission of waiver, you still can submit it until the GA start but you must have 100% approval from GA.

3) There are few new members asked during the Tawau ANC. Why there are so many waiver of Candidate apply? If those Candidate if not qualified, then they should not go for that position. This is what I replied them, “you are part of the GA and you are part of the decision maker whether approve or not approve it. Those submitted are using their rights to submit waiver and you should use your rights to approve it or not.” If the GA approved on the waiver, we have nothing to say.

So all Voting Councillors, you should know your rights in all decision made during GA.





JCI – UN

At the left side of above photo is the logo of United Nation and the right is our JCI logo. Do you know that there is some relationship between this 2 logo?

If you look carefully, the earth in both logo is the same. According to this year JCI President, JCI is the only NGO in the world that allowed to use this logo. It really give all JCI members a great honour & pleasure. United National is a great organisation that linked up alot of countries and done a lot of job for the people over the whole world.

Therefore, fellow JCI members, we shall work harder & better to promote such great organisation to all of our friends & relative. Ask them to to join us to build the better community, better individual & better future.





ANC Programme

After 8 years of attendance in ANC, I felt abit boring about ANC programme. Well, not just me, but some new members also felt that too. Personally I think that it’s the time for us to really review the ANC programme to make it more attractive to new members or old members.

I would suggest for few amendment as below :

1) Report by Training/Seminar Session
Personally I felt that all the training or seminar session no need any report in GA as this is just a platform for members to learn. This also included the Debate & Speech Contest.

2) In-Pronto Speech Contest
I believe that a great leader shall be a good speaker as well. Therefore, we shall have a in-pronto speech session for all the Chapter President to take part. This will boost up the knowledge & quality of our Chapter President

3) Caucus Session
Caucus session shall change to a debate style. Just imagine that the USA Presidential Debate for our National President Candidate. It will give us more ideas or understand the candidate better. This is because we are choosing the leader for our organisation not a cleaner. Understand them better will lead us to choose the right candidate for this position.

4) Debate / Caucus session for NEVP & NVP
For NEVP & NVP, we may no need to follow the debate style as above but we could change it to a Talks Show type of caucus rather than the current one.

5) Criteria for NBOD Position
The criteria for NBOD shall be more strict or let no waiver shall approved if the candidate is not fulfill the requirement. If everyone could just expect the waiver, then they will not serious about the Constitution & By-Laws or Policy Manual.

These are just my thinking as to make our ANC more interesting and create more value for members who attend it. I hope that we can see this changes soon in future.

National Board Meeting is going to start on 13 Oct till 14 Oct. I’m going to take my flight on 12 Oct, 12.25pm. So for those NBOD, see you on 13 Oct, for COC, hope you can fetch me at the airport around 6.10pm.

For all the LOMs President, I see you on 15 Oct and members either on 15 or 16 Oct.

I do hope that each of you who is going to attend the ANC will enjoy from the day one until the end. So SEE YOU IN TAWAU!





2009 National Officer Election

Up to date, we have below candidate submitted their nomination form to NSG to contest for 2009 National Officer position :

National President : JCI Senator Jamie Tiew

National Executive Vice President :

National Vice President :

  2. JC Terry Ong
  3. JC Gordon Cho
  4. JC Glyn Ho
  5. JC Jason Tay
  6. JC Alexander Chok

Let talk about the NVP position first, we need to have 9 NVPs (5 for Peninsular, 2 for Sabah & 2 for Sarawak) but only have 6 candidate. I believed that the nomination is not close and urge anyone who interested to serve as NVP for year 2009, please submit your nomination to NSG ASAP.

For the NEVP position, we have 3 candidate from Peninsular & 1 from Sabah. I’m not sure if Sarawak is going to have any candidate, because the nomination is still open until ANC. If there is no candidate, mean that one of the candidate from Peninsular will have to take care of Sarawak in year 2009. It’s going to be a tough job but still a possible job. If you remember, Past JCI VP & PNP, JCI Sen. Alice Kam was the NEVP for Sarawak but she staying at KL on that time. I remember the performance in that year are so fantastic and so wonderful even she stay in KL. So it mean “Distance is not a problem” for the candidate to serve.

Now the leader of our organisation in year 2009, National President candidate. Up to now there is no other member show their interest in contest for this position, so it mean we are going to have only 1 candidate to choose. I always believe that a healthy democracy practice is to have competition of election. It also to make sure that the person who been elected are taking more seriously on his/her position.

When there is no competition, we have no comparison or no choice as to vote for the only candidate. A healthy organisation should have a healthy competition in any election of position. We don’t want the “Menu” type of choice but we need more variety of choice. We want the best of the best not the ONLY one.

Campaign Time

I believed that most of you know the Candidate for 2009 National Officers are now start for their campaigning especially our NP candidate. If you noticed that, there are none promotional material are distribute during the visit or campaign, even during 1st & 2nd days of ANC. You will only see it few hours before Caucus.

I had read through the whole Constitution, By-Laws & Policy Manual, but still unable to found any article restricted us to distribute the material. If any of you there know which article, please share it with me.
